Question about the Rotten Tomatoes critics consensus for "Valerian and the City of a Thousand Planets"


"Valerian and the City of a Thousand Planets uses sheer kinetic energy and visual thrills to overcome narrative obstacles and offer a viewing experience whose surreal pleasures often outweigh its flaws."Is this what it has come to? Visuals giving movies with mediocre narratives better reviews? I know this was more or less an independent production with tons of money raised, but come on.
