What would a movie with a 2 billion dollar budget look like?

I was watching a Netflix show that had some pretty poor CGI and it got me thinking and wondering what a movie that had a crazy huge budget would look like. Imagine if a bored trillionaire threw down some money without the hope of ever getting it back and decided to make the movie he's always wanted.I've been tired lately of movies with poor CGI(fake fire in particular). I watched a movie that used real fire recently and the difference between that and fake fire is night and day. Even through the camera and onto my screen real fire still creates a sense of awe.
